R2P digest for December 2018 about internally displaced and conflict affected population


Here we present digest on IDPs and conflict affected persons for December prepared by R2P. This digest has been produced with the assistance of the UN Refugee Agency (UNHCR) in the frame of the project Advocacy, Protection and Legal Assistance to the Internally Displaced Population.

Highlights:

  •  The new IDP database was launched in December. Staff reported several issues relating to technical problems and lack of training on the new system.
  • Monitoring and reporting this month reflects seasonal issues such as the holiday season and the increasingly cold weather. Of particular concern is conditions at the checkpoints, which may lack heated areas for people to wait, or
    which sometimes do not process everyone in time, forcing people to seek overnight accommodation.
  • Martial law concluded on December 26. No new trends were observed in connection with martial law, although some checks were intensified at the checkpoints, and three foreigners were not permitted into the NGCA.
